This unit had been established at the university as an administrative unit with special task. This unit is financially, technically and administratively according to the ruling (No. 307) of the Executive Statute for the University Organization and the Ministerial Resolution (No. 1599) for the year 1994 and the subsequent modified resolutions.
1. The unit is concerned with handling the affairs of freshmen who joined the College of Arts, Law and Commerce at Bani Sweif University and the Faculty of Social Work at Fayoum University, according to the guided affiliation system
2. The unit aims at supervising the guided affiliation system at the university to improve the educational services provided for students of this system.These services include: delivering lectures and holding meetings. Furthermore, the unit also aims at increaseing the efficiency of educational performance at the university level, and administering the financial resources of that system.
3. The unit's administration board formed under the auspices of the university president is concerned with :
• Designing necessary plans for achieving the purposes of the guided affiliations system.
• Stipulating rules for maximazing the benefit of the unit.
• Stipulating rules related to the financial, administrative and technical affairs of the unit to ensure censorship on the revenue and expenditure of the unit.
• Designing a system for bonus and rewards.
• Accrediting the estimated budget for the faculties at the beginning of each academic year to determine the expenditure in relation to the income.
• Ratifying the budget and the final account .
• Accepting gifts and donations granted to the unit.
• Consenting of and following up the construction and maintenance plan and implementing it through using the resources of the unit.
4. The University’s Vice President for Education and Students' Affairs (the unit manager) manages to administer the unit through:
• Supervising the plans and programs of the unit's administration board.
• Following up the educational affairs of the guided affiliation students enrolled at the faculties which apply this system along with reviewing the results of the exams.
• Supervising the services provided for the guided affiliation students, presenting suggestions for the development of these services, and expanding the numbers of students who benefit from these services.
• Reviewing the faculty's reports and the scientific conferences' recommendations as concerns the educational affairs of the guided affiliation system before submitting them to the administration board.
• Supplying the unit with equipment and material necessary for annually providing the educational services in different departments at the faculties which apply this system.
• Following up the implementation of the resolutions of the Supreme Council for Universities, the university council, and the administration board of the guided affliation students' affairs.
• Supervising the implementation of programs for guided affiliation students.
• Submitting the administration board's agenda to the Head of Administration Board before holding sessions.
5. The head of administration board upon the recommendation of the unit manager assigns a technical, administrative and financial apparatus to help improve services.
6. Each faculty that follows the guided affiliation system established a committee for guided affiliation system to help perform the required educational and technical services for those students. This committee is under the supervision of the faculty dean and the the faculty deputy for education and students' affairs, the faculty trustee, and the manager of the educational affairs at the faculty.
This committee is concerned with the following:
• Arranging material, meetings, and services provided to the guided affiliation students.
• Stipulating rules that make the maximum use of the guided affiliation resources.
• Stipulating rules related to financial, administrative, and technical affairs to ensure censorship on the faculty's revenues and expenses of the guided affiliation system.
• Proposing and following up the implementation of construction and maintenance plans.
7. The financial cost of the educational services provided to the guided affiliation students is (350 Egyptian pound), and is distributed according to ministerial resolution (No.502) of May 14th, 1997 as follows :
• 30% assigned to the university, and spent on the faculties, which do not apply the guided affiliation system, according to the resolutions of the administration board provided that the rewards ratio does not exceed 2% of the total percentage.
• 45% assigned to the faculty that apply the guided affiliation system, according to the number of the guided affiliation students at this faculty.
• This ratio is distributed as follows:
o minimum 60% assigned for the equipment, references, maintenance works and other things that lead to increaseing the efficiency of the educational process at the faculty.
o Maximum 40% assigned for the faculty staff rewards, the examinations, the examinations' marking, the control, and those in charge of providing services to students, according to the rules stipulated by the unit administration board.
o 25% assigned for providing aid to guided affiliation students under the supervision of the Centeral Fund for Social Integration. This ratio is distributed as follows :
10% for the Social Integration Fund at the university.
10% for financial support of the faculty's text books.
5% for students services at the faculty.
