University Council chaired by Professor Ahmed Magdy El Gohary, President of
Fayoum University, approved of :
-the proposal submitted by the Board of Education and Student Affairs in its meeting on 21/7/2009 concerning accepting applications for the University Housing for the academic year 2009/2010; each applicant should pay LE 50 according to the announced schedules; application file fees as well as monthly accommodation fees should be paid via a bank.
- the proposal submitted by the Board of Education and Student Affairs concerning collecting five pounds from each student for the National Fund for The Care of Youth and Sports; this rule will be put into effect by the next academic year.
- inclusion of the Quality Assurance Unit into the organizational structure of each faculty and to be directed by a teaching staff member. Each Quality Assurance Unit will be administratively subordinate to Prof. Dean of the Faculty and technically to the Quality Assurance and Strategic Planning Center (QASPC). Establishment of a University Quality Assurance Center which will be managed by a faculty staff member; correspondences will be sent to the Central Agency for Organization and Administration (CAOA) in this regard.
-the letter sent by the Faculty of Computers and Information Science regarding receiving a cheque of LE 30000 from the Academy of Scientific Research and Technology (ASRT) for setting up two laboratories at the Faculty, namely Research Laboratory for the faculty staff and their assistants as well as Logic Design and Electronics Laboratory.

President of Fayoum University has referred to some important issues as follows;
- Announcing vacancies for hiring Cultural Consultants to work in the United States of America (USA) – France – Turkey. To be eligible, applicants should have an excellent command of the language of the host country and they should hold PhD degrees from the USA or France when applying to one of them. Also, there is a vacant post of Cultural Attaché in Japan; applicants should speak Japanese well and have obtained a degree from a Japanese university.
- Nomination of professors and full-time professors for Accreditation Committees on the condition that they do not assume any managerial or academic positions at the University.
-Studying the idea of introducing new programs to the Open Education as well as technical diplomas to the Postgraduate Studies to be accredited by the Supreme Council of Universities with the aim of increasing the University's resources.
-Adopting the decree issued by the SCU concerning admitting fresh holders of the Egyptian General Certificate to Programs of Open Education at the University.
-Holding the 3rd stage of Testing Teachers under the new cadre system on 28 - 29/8/2009, so faculties should be on the alert.
-Allowing faculty staff assistants to register for postgraduate studies in another university/institution. This rule applies to all those working for faculties with no postgraduate studies programs or similar departments. In case of violation, the person behind it will be questioned.
-Establishment of Upper Egypt Universities Consortium so as to allow full cooperation between the universities of the region in the areas of exchange of faculty members and students and to provide integrated research services.
-Conducting tests on fresh students to detect hepatitis viruses, as well as testing random samples of students to identify drug addicts.
-Applying the Article 155 of the University Organization Act to demonstrators and assistant lecturers who have exceeded the legal time limit for obtaining a degree (master's and PhD) for promotion to the higher one. The Article says: A demonstrator should be transferred to another post if he/she does not get a master's degree or two diplomas of Postgraduate Studies within five years since his/her appointment as a demonstrator to provide an opportunity for other hard-working peers. Thus, each faculty will submit a file of all existing cases to the University President to take whatever action he deems appropriate for it.
-With the beginning of the new academic year, Saturdays will not be holidays to reduce overcrowding in the stands; the school day begins at 8 a.m. an ends at 8 p.m.
