Constitutional Amendments and Necessity of Community Participation in Fayoum University
Prof. Ashraf Abd El-Hafeez, Acting President of Fayoum University, witnessed activities of a seminar about "Constitutional Amendments and the Necessity of Community Participation" organized by Marketing Center of Fayoum University in cooperation with the General Administration for Community Service and Environmental Projects. It was attended by Prof. Ali Barakat, Acting Dean of Faculty of Law, Prof. Alaa Abd El-Motaal Constitution Expert and Professor of Law at Faculty of Law, Beni Suef University, Prof. Abd El-Aleem Musharraf Constitution Expert and Professor of Law at Faculty of Law, Beni Suef University, Prof. Moustafa Mahmoud Director of Marketing Center, many deans, faculty members and students from various faculties of the university.
Prof. Ashraf Abd El-Hafeez welcomed the guests and stressed that Fayoum University is keen to keep up with events and to follow the circumstances experienced by the country and complete its enlightenment role in introducing the state systems and directions and clarifying them to the citizens in order to clarify the content of the constitutional amendments and their justification and their impact in advancing the development process in Egypt and completing the reform process initiated by Political leadership and political, economic and social stability.
Prof. Ali Barakat said that the current constitution of Egypt was placed under difficult political conditions and complex and the main purpose was to pass the country to safety after the complexity of the political situation and the security situation has exploded in a way that threatens the security and stability of the country significantly. He stressed that the constitution is the mirror of society, Economic and social development. After more than five years of the current constitution, It is required to review its articles after the stability of the political and security situation and the start of the program of economic, political and social reform.
At the same time, Dr. Moustafa Mahmoud clarified that the seminar aims to raise awareness of the constitutional amendments and the need to know the gains achieved by Egypt after the revolution of June 30, especially after the occupation of Egypt a distinguished position among the Arab countries through the selection of the President of the African Union. He invited attendees to participate in the constitutional amendments whether yes or no. This is a right of the Egyptian citizen to contribute to the selection of articles of the Constitution of his country.
Moreover, Prof. Abd El-Aleem Musharraf also gave a brief definition of what is the meaning of constitution and its types. He pointed out that the constitution is considered a political and legal document that regulates major matters within the society and defines the terms of reference of the state, the competence of each authority, and the rights and freedoms of citizens. It is either rigid or flexible document and may be written or customary and the articles of the constitution are chosen according to the system of the state either be a property or a republic. He talked about the newly developed materials that were not in the constitution before.
Prof. Alaa Abd El-Motaal pointed out that the Constitution consists of 247 articles and talks about the articles that were proposed to be modified. These are the articles on determining the duration of the presidency, appointing a vice president, articles on the judiciary, articles on the armed forces, and articles on parliamentary representation of particular groups.
