A Workshop Entitled: (Salary Management System and Employee Benefits in the State Administrative Apparatus)

Prof. Yasser Magdy Hatata, President of Fayoum University, witnessed the inaugural session of a workshop entitled: Salary Management System and Employee Benefits in the State Administrative Apparatus, related to the (payroll) system hosted by the university, in the presence of Prof. Mohamed Saeed Aboulghar, Vice President for Community Service and Environmental Development Affairs, Mr. Ashraf El-Ghondakly, Acting Secretary General of the University, accountant Ashraf Al-Atfi, head of the central administration in the Finance Directorate in Fayoum Governorate, and a number of undersecretaries of ministries, directors of directorates, lecturers from the concerned authorities, and administrators in the field of accounts, entitlements and pensions in the governorate, on Sunday 19/6/22 at the University's Grand Celebrations Hall.
Prof. Yasser Magdy Hatata confirmed that Fayoum University is keen on continuous and effective cooperation with all authorities and directorates in Fayoum Governorate, in order to achieve the goals of sustainable development, noting that hosting the workshop comes in cooperation with the Finance Directorate, within the framework of the political leadership’s directives to complete the activation of (Payroll) system before the end of 2022, as well as in accordance with the efforts of the state to quickly implement digital transformation in all ministries and financial transactions in accordance with Egypt’s 2030 vision.
As Professor Ashraf Al-Ghondakly explained, hosting the workshop at Fayoum University aims to facilitate the work of the Ministry of Finance team, which is responsible for the process of publishing the salary and employee benefits management system and circulating it in the state’s administrative apparatus, in order to ensure the integrity and readiness of all data required to activate the payroll system and speed Preparing and processing these data, in addition to investigating complete accuracy when preparing them and ensuring the correct application of the provisions of the law, especially when calculating taxes and insurances.
He added that the workshop hosted the executives of various accounting units in each of the main accounting unit and the accounting unit at Faculty of Education, in addition to the accounting unit of funds, accounts and units of a special nature at Fayoum University and its faculties, as well as the workshop hosted the heads of cities, neighborhoods and directorates concerned in Fayoum Governorate from the executives of various accounting units in the governorate department, including the director of human resources, the data entry and entitlements, the entitlements employee, the auditor, and the accounts agent representing the finance.
Accountant Ashraf Al-Atfi indicated that the Ministry of Finance is seeking to achieve economic reform through the implementation of a package of financial policies and reform programs, with the aim of improving economic growth rates and developing strategic plans, which began with the launch of the Egyptian government’s financial network, which electronically linked all government administrative agencies to the Ministry. Finance, in accordance with international standards related to the government financial information management system, the electronic payment and collection system, and other electronic systems.
He continued that the Ministry of Finance is working to implement the payroll system, through which the salaries of all state employees are automated and distributed in a unified manner to ensure the health and safety of the exchange and the deductions that are deducted.
During the workshop, the lecturers reviewed the stages of the plan approved by the Council of Ministers and the executive position for applying the salary system to the local administration authorities starting from September 2021, in addition to addressing the definition of the payroll system and its features, which include accuracy in the calculation, integration with other systems and tightening control over exchange.
The objectives of the system were also discussed as one of the axes of digital transformation in accordance with Egypt’s Vision 2030. The system also provides new guarantees for the accuracy of calculating the entitlements of state workers, unifying procedures for calculating benefits, work-earning tax, and insurances, as well as the obligations of the Ministry of Finance to educate administrative authorities about the work system, train employees nominated for work, provide the necessary technical support for them, and organize the required workshops, as well as the obligations of the officials, the activation cycle of the (payroll) system in the administrative authorities and its components from the employee’s data, the elements of entitlements and deductions, the method of payment, and the experience and approval of the exchange.
